More development - more heat?

Phoenix had a pretty warm summer this year.  From June 1 to Aug 28, Phoenix experienced and average of 94.7 degrees F, just shy of the summer record set in 2002 at 94.8 degrees F.  One reason for such a warm summer is due to the massive development from not only condo buildings but also the concrete, steel and asphalt that goes along with the development.  These 3 elements retain heat generated by the sun causing overnight lows to be higher than average.  If you go to other areas of Arizona, outside of Phoenix, you'll notice that the lows are much more noticable.  Now, I'm sure that a certain administration will eagerly disprove this theory but I'm not going to go there.  Phoenix condos have been on the rise recently and if the development continues, nights may be as warm as the days.
